Officially, the Free Republic of Umoja is a stellar nation united by a militaristic form of democracy. Full citizenship can only be gained through military service. The voting franchise is limited to full citizens, and they are the only ones allowed to hold public offices. Abroad, the government has a reputation for being anti-alien and pro-capitalist with aggressive, expansionist goals.

Colonization of Abassi

When the Earth colony ship Jitihada arrived in the Abassi System, they were nearly out of fuel and supplies. Desperation had driven them to the closest habitable system in range. Unfortunately, they would discover that the system was already inhabited by the insectoid Mchwa.

The Bug Wars & The Pacification of the Mchwa

The First Bug War was fought on Nyumbani, but eventually encompassed the entire star system with the Second Bug War. Both conflicts were brief, as human colonists still possessed superior technology and held orbital superiority over their opponent. They weren’t stupid enough to fight a ground war. This war was declared a victory by the colonists.

Imperial Subjugation

The First Kassian Empire defeated the colonial fleet and occupied the worlds of the Abassi System. The devoutly Blue Catholic Imperial Governors were notoriously strict and cruel to the predominately Neo-Muslim population of Abassi.

War of Umojan Independence

The Empire lost its Empress and later its Crown Princess in a short amount of time. This Interregnum was when the Abassi System was finally able to claim its independence again. The rebellion ended with the establishment of the Umojan Republic.

This government is a militaristic form of democracy, where full citizenship can only be gained through military service. The voting franchise is limited to full citizens, and they are the only ones allowed to hold public offices.

The People’s Council, Baraza-Ya-Watu (The Baraza or the Council for short), is comprised of the hundreds of representatives elected from the colonies and mega-corporations of the Umojan territories. The Baraza can grant corporate charters, pass legislation, and also acts as the highest court in the stellar nation.

Diwani (“Councilors”), are elected to 2 years their first term, 4 years their second term, 6 years their third term, 8 years their fourth term and 10 years their fifth and final term. Thus, the maximum number of years a councilor can serve is 30 years. It does not matter if these terms are consecutive. Many councilors run for the office of Rais (“Chief of State”) in their final term. The current Rais, Kala Mbanda, is in the third year of her final term.

Citizens Rights Versus Civilian Rights

Umojans fought hard for their independence and understand the importance of cooperation and community service. Consequently, Individual rights in the Republic are divided between Civilians and Citizens. Citizenship is earned through military service or civil service. Citizens have the right to vote, hold office, free higher education, possess lethal weapons, and own land. Civilians are still afforded the right to a fair trial, freedom of speech, freedom of assembly, property and privacy. However, they are relegated to second-class positions in society.

Military service in the Republic is completely voluntary, even during times of war. And even after enlisting, the recruit can resign from the military any time they want — even immediately before a battle (unless they’re facing military discipline). The justification for this is that people who are forced into military service against their will make poor soldiers. Consequently, early military training is especially brutal to weed out those not cut for the job with a graduate rate of 9% who complete basic training. Officer Training School is even harder than basic training because in addition to all the physical training and combat drills he is also required to become proficient in several academic subjects like math, science, history, military law, and strategy.

The Republic has both a Mechanized Infantry, in the form of powered armor-wearing soldiers and a Star Fleet, known as the Republic Armada. The Republic military structure requires everyone to start as a basic recruit and work their way up the ranks. Even the head of the Republic military, the Sky Marshal, is expected to have held major commands in the MI and Armada.

The Republic military has a long-term view of battle and war. They have an aversion to high causalities on either side (better to make friends after the war is over), has a policy of leaving no soldier behind (since they invest so heavily into every soldier), and prefer to capture, not destroy, strategic targets (which can be used after the war is over).

Mahakama, Court of Justice, is presided over by three military judges and is the final word on law within the Republic.

Notably, any and all corporal or capital punishment is legal in the Republic. So long as the punisher can demonstrate that it was necessary and reasonable.

Capitalism is alive and well in the Republic.

The Republic & Psychics

Psychics are employed primarily in the military police, intelligence and counterintelligence agencies. Training takes place at the Psionic Institute.

The Republic & Aliens

The Republic has an ambivalent relationship with the Mchwa, an insectoid Species which they fought a series of wars against. They maintain relations with other aliens as well which are far more amicable. Overall, the fledgling republic has a cautious approach to aliens.
